ABOUT
The Hawaii Secondary Student Conference is an annual conference for selected secondary students established by Act 94 and signed into law on June 16, 1970 by Governor John A. Burns. It became Chapter 317, Secondary School Student Conference, of the Hawaii Revised Statutes. Amendments were approved on May 30, 1972, by Governor Burns to include private secondary school students. Additional amendments were approved on June 16, 1997, by Governor Benjamin J. Cayetano to include students in grades 7 and 8.
PURPOSE
The purpose of the Secondary Student Conference is to give students the opportunity to identify, discuss, and arrive at recommended solutions to current major youth problems, with emphasis on school-related problems, which require the attention and joint action by students, the Board of Education, the Department of Education, and the State Legislature.

§317-2 Student conference committee. There is created a student conference committee composed of sixteen students to be appointed by the governor. There shall be two students from each of the seven local school districts and two students from schools represented by the Hawaii Association of Independent Schools. §317-3 Duties of the committee. It shall be the duty of the student conference committee to:
(1) Plan and coordinate all phases of the annual conference;
(2) Set the theme, scope, and format of the conference;
(3) Set up the agenda of the conference;
(4) Determine the number of participants;
(5) Plan and provide for food, lodging, and transportation of all participants;
(6) Evaluate the worth and effectiveness of the conference; and

§317-4 Student conference advisory committee. There is created a student conference advisory committee to assist and advise the student conference committee in planning, coordinating and evaluating the annual conference of students. The committee shall be composed of the chairperson of the education committee of both the house of representatives and the senate and three members of the department of education appointed by the superintendent of education. §317-6 Evaluation report. The evaluation report shall be in the form of a report of conference proceedings, including specific recommendation for action by the board of education or the state legislature and copies shall be forwarded to the governor, the state legislature and the board of education within forty-five days after the conclusion of the conference.
