OSCAR PROGRAM
The Hawaiʻi State Student Council (HSSC) has annually sponsored the Outstanding Student Council Award Recognition (OSCAR) Program to promote excellence and to recognize outstanding secondary school student councils. It is our hope that this program will also excite student leaders to refine their student council activities to make it a well-rounded student engagement force in their school. All student councils meeting the portfolio criteria for an outstanding student council will be recognized with an honorary plaque and banner.
The purpose of the OSCAR portfolio will be to serve as a tool to assist Councils to meet the needs of their schools in an environment of empowerment and accountability. Entrants must demonstrate effectiveness with documentary evidence in their portfolio – forms, documents, etc. Due to the uncertainty caused by the COVID-19 pandemic, we are allowing portfolios to be submitted digitally. Digital submissions will still need to meet all OSCAR requirements.
The objectives of the OSCAR program are as follows:
1.To develop an incentive for high school and intermediate/middle school student councils to adopt significant goals and objectives and to develop student council activities that will reach out to all students.
2.To encourage secondary school student councils to complete their goals and objectives by promoting goal setting, planning, responsibility, teamwork, and problem-solving.
3.To promote the development and application of student leadership skills.
4.To encourage active participation and communication within the school community.
5.To encourage student councils to be accountable and maintain a record of their student council activities.
6.To encourage student councils to evaluate their effectiveness and to continually improve.
